Is Google penalty recovery different from algorithm recovery?
Yes — and the distinction decides what the work actually looks like, so it is the first thing we establish.
A manual action is a human decision. Someone at Google reviewed your site, judged it in breach of a policy, and applied a penalty you can see in Search Console. Google penalty removal is then a defined process: find every instance of the violation, fix or remove it, document what changed, file a reconsideration request, and wait for a human to review it. It is procedural, and it either passes or it does not.
An algorithmic demotion is not a penalty at all. Nobody reviewed your site. A system re-rated it, there is no request to file and no one to appeal to — you fix the underlying quality problem and wait for the next reassessment. Most “I think I have a penalty” enquiries we receive turn out to be this.
Negative SEO recovery — a spike of toxic links aimed at your domain — sits between the two. Google discounts most of it automatically, which is why disavowing everything in sight usually does more harm than good. It is worth acting on only when the link spike genuinely lines up with your drop date.
